What does an energy audit include?

Who is required to carry out an energy audit?
All state and municipal buildings with an area of more than 500 m², which are used by the administration, are subject to:
- Mandatory certification and Energy audit in case of significant reconstruction or refurbishment.
(The threshold drops to 250 m² for public buildings adopted after July 9, 2015)

These are enterprises that meet at least one of the following conditions:
- Suggestions for improvements (e.g.: replacement of lighting, refurbishment, replacement of heating systems)
- Calculation of expected savings, payback period and investments
Efficient use of energy leads to lower bills for electricity, gas, fuel and other resources. This reduces operating costs and increases profits without the need to raise prices.

Buildings with an extended built-up area of more than 500 m², which:
- They are rented;
- For sale;
- Or they are used by public institutions.
Certification and possibly energy audits are required, especially if they are funded under energy efficiency programmes (such as the National Rehabilitation Programme or EU projects).

- Assessment of the potential to reduce the energy consumption of a building, enterprise, industrial systems and outdoor artificial lighting systems.
- Determination of energy saving measures (ESM).
- Preparation of a technical-economic evaluation of the ESM, with carrying out the necessary measurements.
- Offering an optimal package from ESM.
- Issuance of certificates of energy performance of buildings in operation.
Exempted from the obligation
- Small and medium-sized enterprises (SMEs), unless they apply for certain funds or voluntarily wish to audit.
- Residential buildings (for example, apartment blocks), if they are not subject to reconstruction with funds under a program.
