Free market
The free electricity market allows consumers to choose their own supplier and negotiate the price and terms of supply.
In Bulgaria, there is still a regulated market for household customers, but a gradual transition to a free market is planned.

Trading company — a licensee for the activity “trading in electricity” or a supplier of last resort, which sells electricity to companies at freely negotiated prices.
In a free market, electricity prices are set on a market basis and negotiated between a customer and a trader. CEFR regulates only the prices of network services, which are the same for the customer's object for both free and regulated markets.

There are no regulatory restrictions — each client independently assesses his need to change the supplier and decides for what period of time to conclude a contract.
Only the price of active electricity is negotiable (the supply price). The price for network services (access and transmission through the transmission and distribution network) are regulated by the Commission for Energy and Water Regulation (EWRC) and are paid by all customers. The price for “obligations to society” is also subject to regulation by the EWRC.
When changing suppliers, the means of commercial measurement (electricity meters) are not changed. The data reported on them shall be provided by the network operator to the selected provider for invoicing purposes.
The quality of electrical energy does not change. Regardless of which energy trader you choose, the distribution system operator remains unchanged and is responsible for the quality of the electricity. All questions and signals regarding the quality of electricity supply should be addressed to the relevant operator of the electricity distribution network to which your facilities are connected.
