ENERGO-PRO starts preparations for discontinuation of electricity supply to Dobrich and Shumen Plumbing
From September 29, 2020, Dobrich district and Shumen region may be left without water due to debts of BGN 10.5 million
In recent years, the biggest debtors of ENERGO-PRO are some of the water utilities in North-East Bulgaria. Shumen Water Supply and Water Supply System Dobrich have so far accumulated liabilities in the amount of over BGN 10 million, which, despite the constant rescheduling, continue to grow, and the agreements reached for rescheduling the amounts due are not respected.
Tolerating a prolonged accumulation of debts of such magnitude disrupts the normal operational operation of ENERGO-PRO and damages its loyal customers and partners. The responsible institutions do not provide the necessary assistance to solve the problem in its entirety, which in the case of the Dobrich water supply system dates back to 2007.
Commitments were made to ENERGO-PRO to pay all current and overdue obligations of Dobrich and Shumen Plumbing by 15.08.2020. So far this has not happened and the debt continues to grow, which is why ENERGO-PRO announced a schedule for phased disconnection of the electricity supply of the two plumbing companies from 29.09.2020. The measure is taken with the sole aim of limiting the accumulation of even larger amounts due, as well as to protect the interests of all other regular customers.
After exhausting the possible options for action and given the huge accumulated debt, ENERGO-PRO is forced to apply a power outage procedure pursuant to Art. 123 of the Energy Act. This legal measure is the only option to ensure the security of the electricity system and to ensure unhindered fulfillment of the company's operational obligations to all customers.
As a representative of companies of public importance, such as Plumbing Dobrich and Shumen Plumbing, ENERGO-PRO has been and continues to be proactive in seeking to understand and resolve the case with the systematic non-payment of amounts for electricity and network services. At the same time, the company is obliged to comply with its licensing obligations for the timely and quality supply of electricity. The interest of all participants in the financially connected electricity supply, transmission and distribution chain is equally important, and only bilateral compliance with regulatory requirements and rules will ensure a level playing field and smooth operation of the electricity system.
The Company continues to trust that all the institutions involved will approach responsibly and take measures by 29.09.2020 to prevent the public problem that would arise with the shutdown of the electricity supply to the water supply companies. The announced phase-out schedules will be revised in the event of a full repayment of obligations.
