Changes in the procedure for changing supplier and/or coordinator of a balancing group for customers with objects connected to the electricity distribution network of Elektrodistribuenie North AD

In connection with the amendments and additions to the Electricity Trading Regulations (PTEE), promulgated in the State Gazette no. 40 of 05.05.2020, we inform you about the following changes in the procedure for changing the supplier and/or coordinator of a balancing group (CBG), effective from 01.06.2020:

1. The request for a change of supplier and/or CBG on a free market is carried out only electronically and only through the supplier/CBG chosen by the customer. For this purpose, it is not necessary for the customer to provide a notarized power of attorney and, accordingly, the supplier/KBG to provide it to the electricity distribution network operator (Art. 99, para. 3 and para. 4 of the PTEE).

- In view of the above mentioned provisions, Elektrodistribuenie Sever AD will accept applications for change of supplier/KBG for objects with hourly measurement and for sites for which standardized load profiles are applied, on the company's online platform at: https://online.energo-pro.bg.

- We remind you that the applications completed on the online platform and the accompanying documents signed with a qualified electronic signature (EAP) must be sent to the email online@energo-pro.bg and should be received by 23:59 on the 10th of the month (or on the first following working day, in case the 10th day is a day off).

- By submitting the application, you declare that you have a contract with the customer for the sale of electricity/combined services/participation in a balancing group. You do not need to provide any other type of document certifying the existence of a concluded contract with the client.

- In cases where the documents are signed with an electronic signature of an employee, the employee should attach a notarized power of attorney from the supplier/CBG chosen by the customer, which shows that he has the right to carry out actions in connection with the change of the supplier and/or the CBG on behalf of the same.

2. According to Art. 15, para. 5 TEET, the existence of a contract for the supply of electricity from a supplier of last resort (LPI) is a mandatory condition for the participation of end customers in the market at freely negotiated prices and is part of the market registration procedure. End-customers who are registered on the electricity market at freely negotiated prices, without having a contract for the supply of electricity from DPI, should conclude such a contract when switching suppliers on the market.

- On the online platform https://online.energo-pro.bg you will receive information whether the client has signed a contract with DPI. If a DPI contract is not available for an object, you have three options:

sign a contract with ENERGO-PRO Sales AD, in its capacity as a DPI, on behalf of the client, and for this purpose you should provide a notarized power of attorney from the client;
download from the platform a contract to be provided to the client for signature with KEP or present in our Customer Service Center;
state that the client himself will arrange the signing of a contract with the DPI.
We would like to point out that if the customer does not conclude a contract with a supplier of last resort, pursuant to Art. 15, para. 6 of PTEE Elektrodistribuenie Sever AD will terminate the procedure for changing supplier.

3. The procedures for changing ownership for a free market object pursuant to Article 102a of the TEAP are not changed. In order for them to be carried out by a supplier and/or a CBG, the client must have expressly authorized it with a power of attorney with a notary certification.

4. A Supplier and/or a CBG may not change a Balancing Group Coordinator as an authorised person if the change is with a Final Supplier or a Provider of last resort.

5. IMPORTANT!!! On 01.06.2020 The online platform https://online.energo-pro.bg will be closed for updating to its new version with the changes described above. We ask for your understanding and specify that in this regard the deadline for accepting applications - 10.06.2020 will be extended by one day, until 23:59 h. Jun 11, 2020
